Exactly yes, in this case you can’t break hardware, so it’s good example to learn. Documentation is always pain for every coder as when you write a code you see it from really different way :)
There are these known problems.
1) Too less RAM amount to read License files from install.wim / install.esd
2) Missing License files in system32\en-us\licenses - replace en-us with your language code
3) License files are in correct place, but in another language
4) License files are here, but...

I think this change was needed for more NTLite instances in same time. Seems like same change that was made on preset naming. I think you can extract it from preset file name if you run NTLite and keep image mounted.
And if you have only one image mounted you can simply catch mount directory...
Currently it seems they hardcoded these checks only in Setup Engine. But these SETUP keys exist in registry hives in all images. It's just for sure. We don't know all files that are affected and search inside these keys to suppress TPM and SecureBoot checks.
