Some programs don´t work with "latest CLR only" and isn't NTLite fault. To know the programs that works with latest CLR and what doesn't you need to try with an untouched image.
Do you have the settings out of specialize.

Notepad++ is helpfull as this shows colored tags/commands.

I had used the $OEM$ location but if you want to make sure that no sfc scannow will remove it, replace the files in winsxs or remove the files with NTLite and using the $OEM$ location the lockscreen won't be removed because there won't be "safe" lockscreen wallpapers to restore.

...or this: To open a command prompt you can press shift + F10 and type taskmgr to open the task manager and see the program's file name running.
If you know (or find out) how to run a command with another user account, you can create an user account in setupcomplete (the new account is added to the Users group) and run the setup with the (non admin )user account. After setup is done, you can delete the user account.
I have it done the easy way:
Replace the default wallpaper.
To keep fixed the wallpaper and icons NoSaveSettings=1 in the windows registry do the job (after setting all up).
You didn't answer my question but most probably you are missing something:
Themes change the wallpaper on first logon...
Autosaved online presets always have the same name, offline presets change with the guid, if you "recycle" (use backup or untouched) an offline image, when is edited with NTLite again, NTLite will overwrite the existing autosaved preset with the same guid in the name and that made me to always...
Enable (check) USB in compatibility.

Sometimes you need to use the drivers installer, not only the drivers because some drivers needs some services not included in Windows.
Nobody has given details so far but in build 1903 the Bluetooth service needs infrarred devices in my specific BT device.
That reg key should be saved to the Administrator or System account by default (HKEY_CURRENT_USER).
Probably you can find it in one of these:
HKEY_USERS\S-1-5-19\Control Panel\Desktop
HKEY_USERS\S-1-5-20\Control Panel\Desktop
An update to the tool by nuhi should fix it.
