Update:
tested on PC where I knew there could only be one autounattend.xml on C drive. and now its behaving normally again!
BTW on call with MS support for 3 hours this morning and they insisted that the reason it was behaving this way was because the the ISO I was using wasn't provided by the...
The .iso that's mounted in my screenshot is unaltered/fresh download from media creation tool.
However there was a leftover c:\autounattend.xml
I removed it and I'm still getting the odd behavior.
Is there anywhere else I should look?
