2012 R2 with updates removes .NET 3.5

I downloaded updates for a 2012r2 iso using NT lite's download feature and wsusoffline.

When I dragged some updates from wsus offline NTlite I vaguely recall it highlighted 2 updates red and removed them due to .net 3.5 in compatibility

I processed and created an iso and upgraded a 2008 server to test. It seems to have removed .net 3.5 from it.

Now I cannot install .net 3.5 even using an original iso and the "DISM /Online /Enable-Feature /FeatureName:NetFx3 /All /LimitAccess /Source:e:\sources\sxs" command I get this error:

PS C:\Windows\system32> DISM /Online /Enable-Feature /FeatureName:NetFx3 /All /LimitAccess /Source:e:\sources\sxs

This post below mentions to remove kb2966826 and kb2966828 which i assume were the ones highlighted in red before but they are not installed.

Also If I go to edit the current mounted 2012r2 wim and try to enable .net 3.5 as a feature I get:
