DO NOT INSTALL !!!
After reboot you will get this ctfmon.exe Error and you can't get rid of it, not even deïnstalling this KB will work,
When removed, and after reboot, your desktop screen will restart constantly:

Without sharing a preset, it's hard to understand why KB5018496 failed for you. I installed it, and ended up with a stupid Taskbar search window (which you can disable in Settings).

Sorry ... here it is ...

(I think it's because I stripped ALL keyboards and languages except English - US and Dutch regional settings.)

SystemLocale is nl-NL, but you removed:
<c>kl-00000413 'Dutch'</c>​
<c>langdutch 'Dutch'</c>​

While you're using en-US preferences, the Dutch files need to be installed for reference. No Dutch keyboard -> ctfmon crash.
Otherwise nothing in your preset would cause a major crash.
 
This issue is normal, re-run Source - toolbar Tools - Remove Reinstalls after each cumulative update install to make sure it's all cleaned up.
Some parts CU returns, and it's a mess then.
Latest version also cleans CTFMon areas better, so it may not happen in the future. But still remove reinstalls after each update of a lite OS.
