This preset worked for me, on NTLite free edition.

Your source image is 22621.1344 (Feb 2023 Preview). Is there a reason you're using this release, instead of a clean ISO or the latest UUP dump?

NTLite fully supports normal Windows ISO's & updates. If you're using a stripped ISO, you're on your own. Not all debloating projects are compatible with Component-Based Servicing, and do their own strange things.

Closing this thread, since there's nothing we can help with.

That is because the Component Database is already removed from an image.
Apply page should have warned it with red letters.

Here is some generic info on how to make your own lite image with NTLite by removing the same components, at least those that are supported:

- Read the target image configuration by loading it go to Image - Presets - Save As - Extract current state
- Load a full image of your choice
- Load that preset
- Keep (tick) Components - WinSxS Components Database, to keep it for future component trimming
- Apply

There you have a much more compatible image, and as NTLite adds more components, you can remove them.
