I did a Host Refresh from Win10 1903 to 1909 with a no-preset 1909. (Just 2 KB's.) So that puts a mostly vanilla 1909 in place. (Although, thankfully, most Settings seem to persist through the refresh.)
Then I used NTLite Live to first remove Fonts, Languages and Keyboards.
When I rebooted and ran NTLite again to do major component removals, it kept showing that the languages I removed were still there.
The log file from the first F,L,K run shows the languages were removed.
When I removed them again and ran NTLite a 3rd time, the same removed fonts showed up again.
Could NTLite be seeing vestiges in the font cache?
