Can I disable windows updates without disabling "Optional Features.exe"

Hello.
When I click to disable "windows updates", it also disable this :
Windows component database > Windows Update > Optional Features

This is right under "windows updates"

But I don't want to remove OptionalFeatures.exe which is "Turn windows features on or off" in the control panel.
Thank you.

EDIT : I had an old version, i updated and now it works, it is no more under "windows update".
