If the following is integrated "offline" Windows flips "DontDisplayLastUsername" -> 0 after login.
But using SetupComplete.cmd it works normally.

@LTSB, as we discussed over email, Windows setup does that.
The latest setting in the UI for these settings will also add reapplying so just use that or add reg to post-setup.
