Help for admin creation CMD post-setup

hello,

i need your help for using post-setup section
i have read some info in forum and https://www.ntlite.com/discussions/#/discussion/189/tutorial-using-post-setup-commands
but my only two user are not administrator
i think its because i have desactivate OOBE but i don't understand all implication of this composant.

Thanks for your reply , what is the order of command ? bottom to top ? or top to bottom ?
i think i have try all but i'm not sure
in my screen capture you can see i have duplicate the command to adding them to any groups buts is not working

Commands are executed top to bottom. But when you add a command, it sometimes inserts in the middle.
Just delete the first two localgroup lines, then "net add" comes before the last two lines.
