How to prompt for user name

I am using Win10 Pro with Win10 Home on some machines. How can I get a prompt to enter user name and password when doing a machine rebuild/refresh? Is it possible?

A PowerShell script is probably your only use for this. I hate being that guy who says "there's a million and one articles out there, google it" then when you do you cant find it. I know you can create accounts during the post-setup, but that's it.
