My video card wasn't working at full speed. My card was running at 600 Mhz unless the load. Speed changes with load. I always wanted it to work at full speed. 1250 Mhz stock or overcloked (@1500 - @1550 Mhz). Because in some applications low speed was a problem.

Set igpu to use its base clock only? Paraf's tweak may do it in Control Panel - Power Options, i have seen anintel option appear there but i cant remember where i found that out, try these search results.
 
This menu is available on mobile version graphics cards (Example: Intel® HD Graphics 6000). But not in some of the desktop versions.

I'm using "Windows 8.1"; Administrator user (Ntlite local account); User Account Control (my ntlite os: remove).
It works on; I have Intel 6000 & 4600. Your driver version different. (6000 = Macbook Air, 4600 = Desktop Pc)
You send photo: "Intel® HD Graphics Control Panel" (Main menu and Power menu.)
Check the Registry line. It may not have changed. (You should enter "regedit.exe" and look through it.)
