It's working in inital version 19041.1288, but not's working anymore in 19041.2130.Grayed out components (when not protected by Compatibility mode) are premium features.
To disable Settings Sync from the registry:

They seem to have changed/removed that key. It's not working anymore. If you login into the microsoft account it activates the buttons again.MS hasn't changed the instructions in the Windows privacy guide:

I downloaded 19044.2130 (Enterprise), and it worked for me.
I believe you Garlin, but in older builds I remember that with this key the buttons were not turned on again, even using the MS account. now the key has no effect anymore it seems. (https://www.reddit.com/r/Windows10/comments/yq6mkh/windows_sync_settings_no_longer_honouring_gpo/)When you use a MS Account, specific settings will sync to whatever PC you're logged into. So don't use MSA!!
If you don't believe me, create a new local account and try it.
