Languages selection not showing during OOBE after installing Language Packs

Hello,

I'm currently doing a fresh Windows 11 Pro image in FR and NL (no configuration whatsoever except I added the updates required for the NL-NL LP and FOD to be configured), and I seem to have an issue showing the language selection screen during the OOBE. That's the goal because I want my users and colleagues to be able to switch to whatever language they want whenever a computer is reset (using Intune).

I've installed a French Win 11 24H2 ISO, and installed just the 24H2 Language Packs for NL (both downloaded from the VLSC).

When installing the ISO (configured with RUFUS), I can choose FR and NL language fine during Windows Setup. But after booting into OOBE it won't show the language selection screen (ever after a reboot) and directly goes to the country and keyboard selection... In my understanding, if the language is shown during Windows Setup I should be able to change it during OOBE as well right ?

Am I missing some step to be able to make Nederlands (NL) appear during OOBE ?

Seems like you integrated the languagepacks only into boot.wim, but not into install.wim.
 
When using Rufus, did you use the options to bypass HW checks and MS Account? If that's true, Rufus will create a hidden unattended file to do that work. But its answer file conflicts with any autounattend.xml you may have created.

If there's a conflict, you can have NTLite perform the bypasses instead of Rufus (unless you're using the NTLite free edition).
 
I don't want to bypass anything, I want this image to be the more OEM possible (without OEM bloatware).

I already unchecked every options in Rufus to make sure that would not occur but after trying again today in NTLite, it didn't work.
I think I messed up the order of LP / FOD / CU installation or I'm still missing something.
This is the first time I'm using NTLite (free edition) so I still need to figure out how it works and I'm probably doing something wrong.

I will now try the ISO compiler in OneClick from https://uup.rg-adguard.net and see how it goes. As I want this process to be "fast and effective".

Although the domain is blocked in my corp. It's flagged as a "Phishing" website from our Firewall => After a bit of research this tool / website is widely used. So it's probably a "false negative". But just in case I'm using it on an isolated computer just to make sure.
Do you still recommend that tool ?
 
After using the https://uup.rg-adguard.net tool and only adding nl language pack still using Rufus without any box checked (prevent creation of unattend.xml as garlin said), I still don't have the choice of choosing the language during Windows Setup = OOBE (I can select NL during WinPE but prefer to chooose French for the installation of Windows).

Is there some checks to do with the image to be able to see the language selection screen during OOBE ?


I know this is not good practice but I asked Chat GPT what was missing providing him every files of the \Source folder. It says it's missing the
"setupresources.dll.mui" file.
Is it correct ?

And doing CTRL + SHIFT + F3.
Set system cleanup action to Enter system OOBE.
Make sure to tick the box for "Generalize" (although I didn't choose Generalize).

And now I have the language selection screen that appears finally !

As I'm quite new to imaging I still don't get why this is happening.

How can I make the screen appear without having to do these steps for every installation (we have around 600 computers that needs to be reimaged), a quick process would be appreciated :). (we will be installing those images using USB key).

Tried with Ventoy just now, sadly it's still not showing the language selection screen during OOBE at first, I need to generalize my image to make it appear.

How can I do that using NTLite ?
 
I don't see an "autounattend.xml" file on the root of the ISO.
Also I've checked if I had any unattend.xml or the Windows\Panther file.

Is it possible to generalize the image with NTLite or should I restart from scratch with my FR-NL image ?

Depending on you can use unattended section with Reseal Mode Audit in the free version. Doubt so.
And for that matter using autofill in unattended probably install FR without asking for NL.
Leave the fields blank.
NTL is worth the price to accomplish.

So you're saying I should pay NTLite Home to be able to choose languages during first OOBE startup ?

I'm surely missing one step during my ISO preparation.

Also and it's an important step, because we're using Intune, we might have to reset the users computers and be able to choose what language needs to be installed when configuring the user laptop. It will be done exclusively by a technician not the user.
Is it possible to have the language selection after the reset (I'm doing some testing right now) ?
