Microsoft Edge launching on new user login "Browse the web with Microsoft Edge"

I may have missed something when creating my stripped down image for W10 21H2....I am getting:

I have disable 1st run, etc. Anyone know where this is coming from? Its showing as multiple edge processes in taskmanager, not in Startup, not in startup apps... I thought I had everything turned off. I read something about adding some registry keys but those didn't work, HKLM\SOFTWARE\Policies\Microsoft\Windows\CloudContent NADA, ContentDeliveryManager all 0 ----

Any suggestions would be helpful!
 
If you remove 'Content Delivery Manager', it does the same as all those settings. The only bad side is losing Bing wallpaper on the lock screen.
 
hmm i may suggest a wallpaper solution, try "dynamic theme" from microsoft store. it lets you choose between bing or windows spotlight for lockscreen and desktop.
