AeonX knock up a VM without the networking and install 11 pro(untouched) and see what happens, it "should" react the same as a pc without internet.

It will only be of interest if there is a w11 ltsc. Hmm, if its one of them multi edition iso's try the Enterprise edition if its got it, it may act differently.
Would be handy to know what each edition does.

Are you saying that if there is no internet connection then it is possible to create a local account? With Windows 10 if you don't have internet you are taken straight to the screen to create a local account, I don't know what exactly changed with Windows 11.
It's the same principle. They've changed 22H2 to follow W10's current rules. If MS wanted this stopped, they wouldn't have introduced a visible BypassRNO.cmd in the OOBE folder, exposing their reg key.

That's a "wink, wink, nudge, nudge" strategy to prevent tech sites from badmouthing 22H2, just like TPM bypass was widely leaked for 22H1.
MS is having their cake and eating it. They could have removed TPM bypass in later builds, but didn't.

Normal users follow the rules, everyone else got their wishes.

Enterprise edition does not force create a Microsoft account, only Home edition. And now from build 22616, Pro edition as well.

Education edition? that one seems popular too.
Generally everything that applies to Enterprise applies to Education as well and vice versa but in this particular aspect I don't know for sure. But I believe that only Home and Pro will force create a Microsoft account.

I believe that's correct. Schools cannot enroll in MSA due to privacy concerns, those accounts lack the data protections spelled out in O365 or Azure AD customer agreements.

DesktopStickerEditor is a Win32 app hidden inside Client.CBS, so it's not going away as a feature. Stickers creates a superimposed snapshot of your current wallpaper and PNG stickers into a new AppData\Local wallpaper - StickerComposed.jpeg

This means there's no performance hit from stacking a bazillion stickers on your desktop, because they only exist as pinned objects inside the DesktopStickerEditor. It's basically Paint with a sticker pack.

Now for the disturbing news: stickers don't exist locally, they're downloaded from Office!!
