This update is recommended for users that do not have internet connection during installation.
 
yeah i checked, and the techpowerup repack but that doesnt state version., it just says "DirectX Runtime Offline Installer Jun 2010, Latest, January 29th, 2021" while the ms pack says "Date Published: 2/20/2021". i dont need and dont want a repack, i want the ms file Version 9.29.1974.1.

Necrosaro i want the latest direct x baked in for capture, like .nets and c++.
 
Packages are re-issued because the original signing cert's expired/will expire. I doubt the first edition of this package had a 13 year expiration.

why the difference in file versions?
I noticed the date changing on that download too, but never investigated why. I found these two pages which talk about the reasons, basically boiling down to bugs/security/compatibility (link1, link2).

It's a common misconception, but this download isn't related to the DX Web installer. Instead, this redist installs "optional" components that a plethora of games require in order to run. Almost all games and platforms (Steam) will automatically install necessary DX, C++, and NET components, so a lot of end users never have to deal with this, unless they are into tweaking like we all are.
 
opened the ms and abbodi packs right up, file versions match so im good to go with the ms download, thanks guys :)
a lot of stuff still has old versions of c++ etc so i can intercept them during setiups.

This is what I use. I have the original old file and it has this same version. What changed in this new one was just the digital signature as garlin commented, the rest is the same.

You can open with 7-Zip and check the version of the .dll files inside the .cab files. You will see that there are several different ones. Probably 9.29.1974.1 is relative to the highest versioned .dll file, possibly the most recent. But I couldn't find it.

The one with the highest version I found was XAudio2_7.dll inside Jun2010_XAudio_x64.cab which has version 9.29.1962.0.

The web installer also installs the same components but only those that are not present.
