Installing w11 might be your first ever go at installing an os, you may have bought dell(etc) machines before and may not know all the tips tricks and ins n outs. Dont just install a new os without testing it out first, spend a few weeks getting to know it first, scour the forums for hints and tips.If you install Win11 on your own then it is assumed that you are a technician and should know about these tweaks.

Are you saying that if there is no internet connection then it is possible to create a local account? With Windows 10 if you don't have internet you are taken straight to the screen to create a local account, I don't know what exactly changed with Windows 11.You're only trapped if NSCI reports a working route.
