Re-adding PowerShell to lite Windows 10

Is this possible? I removed many useless(for me) components (plus powershell) completely from my Windows 10 21h2 iso.

I didn't use it for years and I think I won't need for future. Buuuut, I need now. (For building my own ffmpeg, build program wants powershell from system, not standalone exe.) I put powershell 7.2 files to system32, syswow64 etc. but build program or windows can't find or run powershell from win + r. It's not important why. İmportant is, can I add powershell ANYway to my windows(not iso, windows i am using now so program or windows can find powershell.exe) or I need some kind of dll registering for the system to recognize standalone powershell.

(When I write powershell to search, it says powershell.exe cannot be found by windows, cause I removed powershell and Windows Management Framework completely from ISO)

I probably need Windows Management Framework too but there is no setup files (WMF 5.1) for Windows 10 21h2. Because it comes with W10 setup media.

So, can I re-add powershell anyway or I need to format my pc with clean ISO(windows media with powershell)
 
you can always do hostrefresh if you are premium user. if not adding components back is not possible, I would reinstall windows
 
PS 6 & 7 run side-by-side with 5.1, they're not designed as replacements.

Why do you need to build ffmpeg? There's several release builds which have the full set of extensions.
 
I'm using it for only av1 codec encoding, and I'm making my own autoit based converter for myself. So I'll build it with minimum codec and stuff, so file size of ffmpeg will down. I don't want 121 MB full ffmpeg or 76 MB essentials mpeg. I want to shrink it. So, I can't install powershell or wmf 5.1 on my windows, right?
