This currently cannot be removed. While you can edit it from Client.CBS's AppxManifest.xml, it will return as soon as they patch 23H2.

It would then be like when you remove Microsoft Edge and Microsoft Edge Update that when there is an update it reinstalls those two files Microsoft Edge 16.0 KB and Microsoft Edge Update in Installed Applications, although not the browser or the complete application.

Did you uncheck Cloud Desktop/ Cloud files aka OneDrive in your preset?
Same goes for MS Cloud Identity Service.
EDGE is not the culprit.

I have OneDrive, Edge, Skype deleted, anyway on another PC I put Win 10 22H2 and it also installs Windows backups in the cloud

I've removed anything possible not protected by Compatibility related to Backup, Restore and Sync options with NTL and never seen the Backup shortcut in Startmenu (W10/ 11).
And if still should be present - then it might have something to do with MS Account in Settings Windows Backup not disabled on all machines.

Windows Backup is available for 23H2, and W10 22H2 starting with Aug 2023.

It's a separate OneDrive-hosted app hiding inside Client.CBS, and unrelated to the original Backup, Restore and Sync products.
