Clean update Backup works without problem and Windows Update is clear. In next step I removed all languages and only KB2670838 reappeared. I also figured this is not related to files added by update. I protected all of them in preset.

This problem must be related to some registry key. Can you please have a look on it and fix it?

Wow that's some complex preset :)
What happens if you don't protect those files manually? Not saying that it would solve the KB popping up, I'm just wondering if there is any difference.

I must say this is unexpected usage of the file protection, should not be listing that many files as it is meant just for a library protection for example, a DLL or two, not Windows Update or other functionalities.

I would recommend to remove all the protected files from the preset and try the new test build (same private link, build 7601).
Let me know how it goes, if it fails again please upload a new preset (make sure to try without all those files as that makes testing complicated and only for your situation), and I'll pick up.

Thats great! I tested same preset on x86 and x64 without protections, as that was here only for test if something will be different in WU.
Build 7601 keep WU clean when removing languages.
