Removing WindowsMaps causes updated Photos app to crash

I wondered why the Photos app started crashing out of sudden after installation. First I thought that it was the latest cumulative update I included but then I took a look at the Event Viewer and saw this (sorry they're in Finnish):

Viallisen sovelluksen nimi: Microsoft.Photos.exe, versio: 2018.18011.13110.0, aikaleima: 0x5a74f4ed
Viallisen moduulin nimi: Windows.UI.Xaml.Maps.dll, versio: 10.0.16299.15, aikaleima: 0xeabe8338
Poikkeuskoodi: 0xc000027b
Virhepoikkeama: 0x0000000000019544
Viallisen prosessin tunnus: 0xb64
Viallisen sovelluksen käynnistysaika: 0x01d3ab3826cf59f3
Viallisen sovelluksen polku: C:\Program Files\WindowsApps\Microsoft.Windows.Photos_2018.18011.13110.0_x64__8wekyb3d8bbwe\Microsoft.Photos.exe
Viallisen moduulin polku: C:\Windows\System32\Windows.UI.Xaml.Maps.dll
Raportin tunnus: 45d30e6e-6497-457e-ab34-bad9d1842852
Viallisen paketin koko nimi: Microsoft.Windows.Photos_2018.18011.13110.0_x64__8wekyb3d8bbwe
Viallisen paketin suhteellinen sovellustunnus: App

So basically the Photos app tries to access a module called Windows.UI.Xaml.Maps.dll, which I assume gets removed if you uncheck the WindowsMaps app because it was nowhere to be found. Then I made a new ISO with Maps included and the dll file is there, Photos app doesn't crash anymore.

Removing the Maps app with Get-AppxPackage doesn't cause this.

I removed the earlier presets because I started having too many, so this preset doesn't include the removal of Maps app. All other settings were exactly the same.

What do you mean with crashed? My Photos app automatically closed after opening a picture and I thought it was caused by removing the Sticky Notes app with an older version of NTLite but after all I have this problem again (only noticed it now) after removing the mentioned app with the latest NTLite version when I didn't have it the first time. Is it caused by removing the Maps app?

EDIT: It looks like it was caused by removing the Maps app. I removed it with MSMG ToolKit and I didn't have this problem.

EDIT 2: I still have this issue after using the latest NTLite version after removing the Maps app.
