if its older than build 1909 you cant delete cortana (u can only disable)

after build 1909 u can safely remove cortana component because its splitted from search shell

ADSV, since ShellSearchSupport compatibility was enabled, it should have worked whatever else is removed.
Cortana was protected for 1909 in it automatically, but not for older or newer. Correcting for older editions in the next update.

As others said, please keep Cortana, and Search Compatibility.
