Tool "Blocked by an administrator"

Few users reported on the latest Win10 ENT 1607 cumulative update, NTLite might appear to be blocked by an administrator.
While debugging if it's the certificate or Windows (patch Tuesday is near), run it from an elevated command-line, e.g. create a shortcut:

C:\Windows\System32\cmd.exe /k "C:\Program Files\NTLite\NTLite.exe"
Properties on shortcut and set Run as admin.

This does not happen on all Windows versions, even if updated to the latest, started happening only on the latest 1607 update.
It's also not due to the tool's editing, might be about the certificate revocation.
I have ordered a new signing certificate anyway, as it was due within a year due to expiration and the issuing company going under.
So potentially a bug, or their choice for certain version of Windows, pulled the trigger year earlier.

Try running from Power Run UI. Check if file is blocked, from another computer, on installer and tool exe properties.
