Unknown USB Device (Device Descriptor Request Failed) error message in a driver

When I go to the Device Manager and USB Controllers (Universal Serial Bus) in it I have a "Unknown USB Device (Device Descriptor Request Failed)" error message in a driver which I can't even find out its Hardware ID to try to download and manually install it. Windows Update doesn't detect it and no matter what I do I can't install it without this problem (I followed all the mentioned steps here but to no avail). I tried installing Windows 10 x64 in another partition and I also have this problem.

EDIT: It looks like I also have this problem after installing Windows 10 x64 using an untouched image. Weird.

Send us a screen shot of the device manager without anything plugged into it. In the screen shot please click on view on top en click on show hidden devices. If the problem only persist if you plug something into it then the port controller might be faulty....or the usb contacts on the inside is worn or torn. Try a different windows....like windows 8.1 just for a test....since you are playing around with it you can just as well
 
did you try this....

I might have a solution. Switch of the pc.... unplug the power cord and press power to drain power supply and leave off for about 5 minutes. Plug power cord back in and boot to windows and check if usb error is still there. I have found that for some bios's cause a cache stuck or bios cache overflow causing this issue.

Now I'm not having it again but afterwards I'll have it. It's weird but when I have it I'll take a screenshot. I have this problem even if I don't have a device connected to a USB port. I don't have another Windows.

EDIT: I don't believe this. I had a BSOD before I could log in and now the C drive was wiped! I lost everything!

What was the BSOD error number........remove all the memory, put in one, remove everything even graphics card (If you have onboard) otherwise use another if you have. Remove all hardware except CPU, Memory, Needed graphics, mouse, use one hard drive, remove cd rom ...use keyboard, plug usb into usb2 or usb 1.1. if you can check that the power supply 12v, 5v and 3.3v is actually 12v, 5v and 3.3v.....you can see that in the bios. If the voltages drop below 12v, 3.3v and 5v then you might have a power supply problem. my machine show my 3.3v at 3.2v....that is still fine. let me know
 
Have you tried resetting the bios or updating the bios. What is the motherboard make and model?

I'm using the latest BIOS version. I have more important things to do, like somehow recover at least a part of what I lost. I'm not having a BSOD nor the driver problem after installing Windows 10.
