Use newer NTLite from ntlite.com/download
Yours is very old, 2.1.1.7917, it did not know about the newer Win10 and beyond.
See ntlite.com/changelog since then what changed :)

Also note that you have a lot of REG files added, first test without them,. especially service disabling is a big no-no for pre-setup.

I have to buy the licence again?
No, just update the tool if you have a license, whatever worked before, will work still.
However, if your previous license didn't cover the new Windows version, then renew license - it will state so on load if needed.

-_-Yes,I meant to say how to solve it check firewall? because my Connection cant be the problem

It might be only the tool is blocked, your connection can be fine in general.
That is why a firewall is mentioned.

Try on another machine if in doubt.
I tested the server when you posted, it's fine and no one else reports it - usually when there is a global issue, I get tons of emails - maybe I will in an hour, still I put my bets on a firewall - allow NTLite.

Like Nuhi stated, you have a ton of reg files and bat files in your image. If these tweaks are all active at the moment then that's probably the issue with your downloading. Some of those files are likely disabling functionality required to connect. I would do a clean install of Windows without all these tweaks and then download the latest NTLite and make your newly updated image that way. Your router is another source of firewalls too, so check that if you haven't already.

On a related note, I see several red flags while browsing the tweaks you integrated. Based on the naming scheme it looks like you grabbed a bunch of stuff from the internet and blindly applied them. Some of those bat files can also be deleted and turned into registry keys that can be integrated instead, which is better than doing it post-install. Also, be aware that quite a few tweaks may no longer work when you update from 1507 as many registry keys changed over time in W10, and this concept applies in the opposite direction too--using tweaks meant for 21H2 or 22H2 won't necessarily work on 1507, so you have to test each individual tweak before integrating them.

Using tweak packs from other people is really bad move to make for stability of your system. There are really few people who understand and test these reg/bat entries, others just copy paste reg entries from forums like tenforums or elevenforums, and republish them to people like you.

Personally I have reg and bat packs for myself but i have built them over 6 years and checked one by one according to my needs. If I were you i would analyze every command and use only what u need... and check if they are still appliable on windows 11's latest build. or don't use them at all.

All The .reg files and bat files are already tested by me and work fine.
I Know why it is happening. It is because of a necessary start menu component being removed.I just want to know what component you need for the start menu.I can Guarantee you that all the reg files and bat files work because i have already tested them with my host 1507 machine and they work fine.I have also Tested them with Windows 11

I don't have a copy of 2004, so I tried your preset on 20H2. My image doesn't finish installing...

What I would do is try the preset, with ZERO tweaks and reg files. If the simplified image has the same problems, you know it's caused by missing components.

When image doesn't finish installing, enable OOBE compatibility option.
Secondary cause is drivers, make sure your VM is covered.
