Which apps to keep for installing UWP Control Panels?

Most installers I've seen include a PS script to do the dirty work. NVIDIA doesn't have one, I presume Setup.exe knows how.
As long as you enable sideloading (in pre-2004), you can distribute apps without Store.

AppxResolver allows you to click on File Explorer to install packages. No elevation of privileges required.

AppX Resolver is the original inbox app, but DesktopAppInstaller is optional and bundles winget. Both do the same work.

Intel Graphics Experience (new Control Panel) needs these:

AppUp.IntelGraphicsExperience_1.100.3407.0_neutral___8j3eq9eme6ctt.appxbundle

Microsoft.NET.Native.Framework.2.2_2.2.29512.0_x64__8wekyb3d8bbwe.Appx
Microsoft.NET.Native.Framework.2.2_2.2.29512.0_x86__8wekyb3d8bbwe.Appx
Microsoft.NET.Native.Runtime.2.2_2.2.28604.0_x64__8wekyb3d8bbwe.Appx
Microsoft.NET.Native.Runtime.2.2_2.2.28604.0_x86__8wekyb3d8bbwe.Appx
Microsoft.VCLibs.140.00_14.0.30704.0_x64__8wekyb3d8bbwe.Appx
Microsoft.VCLibs.140.00_14.0.30704.0_x86__8wekyb3d8bbwe.Appx

And you can get the License.xml from dell (not sure I can repost it here or that'd get me nuked, but if anyone wants it, I can always PM you a link, I guess).
