Windows 10 1803 - It's taking longer than expected...

I'm trying to modify the 1803 install.wim with a few registry modifcations (simple things that I want applied to HKCU for all users), but no matter what changes I make if I use that image it will install fully, allow me to create an account at the OOBE screen, but thereafter hang at, "It's taking a bit longer than expected, but we'll get there as fast as we can."

Are there certain settings that I should avoid changing for 1803 to prevent this from happening?

There is the OOBE compatibility option in the Components toolbar, that will protect needed ones.
However, if that was already enabled, please upload the preset and I'll try.
Assuming you tried without your registry additions and it was still failing with just the tool.
