Windows 11 image broken by adding registry files

OK this is super weird to me I will admit. I have spent 2 days working on this issue and for some reason the image isn't working. I have tested many times now, it's always the registry files that break the image in that the BypassNRO = Enabled doesn't happen. Instead I am greeted by the Error OOBELOCAL error screen after reboot.

So if I understand correctly, the problem is that due to the registry files - somehow tho I don't understand how or why - the BypassNRO = Enabled isn't read and thus since I opted to SKIP the Online Account Setup part, I cannot setup neither a local nor an online account? I only want a local account.

Also as stated, it's up to you to debug your own REG files, it's a Windows question.
