Windows 11 Spotlight Background option missing?

I have a bit of a peculiar issue - The Microsoft Spotlight is available in Lockscreen (and it works/changes pictures after update), but it is not present in Wallpaper/Background selection (just image, solid color and slideshow).

What think I could have messed up for this to happen? Below is the XML preset copy, omitting some unnecessary stuff.

This partial template doesn't really help. Please post the FULL template , removing keys and login details.

This is the full template. Only thing excluded are keys, login and main machine info that is the first part of XML, like the below:

Content Delivery Manager isn't removed; and from looking at your Privacy settings, I don't think any Spotlight features are disabled (but it's a pain since CDM has so many weird settings). Dunno.

It is something silly, as I did tests before and know it worked. Something that I changed caused Spotlight to disappear from Backgrounds only, and usual commands that fix Windows Spotlight do not work here. If I figure it out Ill post it here for others to know in future.
 
So after running tons of elimination experiments, this is the update - as I found the culprit: it is the "Programable taskbar" option in Configure\Settings\Privacy.

Disabling option does not remove the "Windows Spotlight" option from Lock screen, but it removes it from Background/Walpaper dropdown in Personalize.
 
Good work on finding it.

Programmable taskbar's actual reg name is DisableCloudOptimizedContent, and Spotlight is Cloud content.

Thank you for clarification and additional input.

I usually disable things in privacy if I am unsure what it is (as general rule is its some Microsoft spyware). And this is not anything important but still Microsoft Spotlight is a nice feature.
