Windows 7 Installation Failure Installing Drivers

I'm trying to install Windows 7 in a QEMU VM, using virtio disk and networking. I'm starting setup via PXE, booting a WinPE image I created myself that has the virtio drivers, and I used NTLite to slipstream in the drivers to the Windows 7 install.wim. Installation proceeds smoothly until they very last step, just before first reboot and I get this:

Installation completes normally when using a SATA disk. I made no other changes besides adding drivers, not sure what went wrong.
 
Redo the image and put the drivers into boot.wim "microsoft windows setup" aswell as install.wim and repeat, then report.
Windows 7 can be awkward during setup, missing driver errors are common, had them myself :/

I did try that first and it does work, but using the boot.wim included in any Windows 7 installation disc (I tried several) results in a blue screen (irql not less or equal on 32-bit and page fault in non-paged area on 64-bit) when booting them via PXE (even unmodified), which is why I ended up just creating my own WinPE.
 
puting drivers both in boot.wim and install.wim works for me. placing them only in boot.wim makes machine stuck after first restart... this problem will always here to stay, for older machines new windows doesn't recognise drivers. for new machines they sometimes need nvme driver...
 
To update: This is working fine on a physical machine, only change is the driver I added (nForce RAID driver). So seems to be some issue specifically with the virtio drivers.
