For now, i have the list for x64 to date Jan. 9, 2018 (read the info in the text files for updates not recomended, like GWX and Telemetry).
The list for x86 to date Dec. 13, 2017 needs to be reviewed and updated.

Added KB3118401 (Universal CRT) x86 and x64 on Jan. 14, 2018 (not tested but noted in the list, read coments19-27).

After testing for a long time, here is the list to meet the Windows Update Important updates requests (and almost all optional):

As downloading updates with WSUS Offline and integrating it with NTLite, Windows Update always listed missing updates, i had to find out by myself instead of trusting other tools to download all updates and make Windows Updates listed none of them.

All my tests has been in Virtualbox.
After installing some programs or while attempt to install a program, an update could be requested if it is not already installed, despite if it is not listed in Windows Update.

Free Download Manager 3.9.7 Lite is recommended for downloading the updates (menu File - Import - *choose the option that fits your needs)

If I am understanding this thread correctly, one does NOT need to download, install, and run WSUS. Rather, one only needs to download one of the update lists text files you attached to your first post in this thread and then download all the updates listed inside that text file. Then edit the downloaded file, removing comments and deleting updates, such as telemetry etc, that you do not want. A suggested way to easily download all those updates is to use a download manager such as Free Download Manager and direct the download manager to fetch each file, listed as an URL, in the download text file. (In my case, I used DownThemAll by clicking on the Import from File button on the lower left side of the window, and then browsing to the update text file, opening it, then specifying the download directory.)

Once all the updates have been downloaded, one would launch NTLite, and direct it to update the install.wim file with all those updates (i.e. point NTLite at the downloaded directory and turn it loose.)

These lists are for Windows 7 SP1 but if you have Windows 7 without Service Pack 1, download the corresponding update and add it in the NTLite integration queue list next to those downloaded using one of these lists.
