To either Post-setup page, or the Updates page (where it should be) and both created setupcomplete and files in the $OEM$.
Do you have a simple preset for me where you see the issue on a clean original Win7 SP1 ISO?
Best would be to also attach your ntlite.log of the same preset applied, to see how we differ.

I believe I have located the situation that causes the Updates (from the Updates page), which can't be integrated, to not be "added" to setupcomplete.cmd file.
First, let me correct one thing from my original post. The setupcomplete.cmd file is being created in the $OEM$\$$\Setup\Scripts folder.
With that being said, I ran many test runs each time eliminating one thing from the preset until I ended up with this scenario.
Test 1: The two updates in the Updates page and KB890830 in the Post-setup page. It doesn't matter what's in there I picked that to make it simple. I left everything else as default (I didn't change any settings or add anything to the other pages). The setupcomplete.cmd file showed as:
Exactly as it should be. I have attached the Preset named "Preset with Default Components.xml" and NTLite log named "NTLite with Default Components.log".
Test 2: The two updates in the Updates page and KB890830 in the Post-setup page. This time though in the Components page I ask to remove the ei.cfg file. Again, it doesn't matter what I picked, I just picked that to make it simple. The setupcomplete.cmd file showed as:
As you can see it does not include the two updates from the Updates page. I've attached the Preset named "Preset without Default Components.xml" and NTLite log named "NTLite without Default Components.log" also.
The conclusion: If you change anything on the Components page then the updates which can't be integrated from the Updates page, are not added to the setupcomplete.cmd, which is indeed located in the $OEM$\$$\Setup\Scripts folder.
