lol are you on an NTLite forum and don't know what that is? If you didn't use NTLite on your Windows then probably the Windows Push Notifications User Service is present, it remains to be seen if it's running and on Automatic.
If the Explorer "directory" doesn't exist you have to create it. The name of this is key.
Right click on the Windows "directory" go to New > Key and type Explorer. Then right click in Explorer or in the white space on the right, go to New > DWORD (32-bit) Value. Type EnableLegacyBalloonNotifications and press Enter. Then click 2 times type 1 and click OK.

Or copy this below into a text editor (notepad could be) and save it with the .reg extension (Example: EnableBalloonNotifications.reg) and double click on the file.
