I believe you're asking if KB5005260 SSU (Aug 2021) is required, before KB5005565 (Sep 2021)?

September 14, 2021—KB5005565 (OS Builds 19041.1237, 19042.1237, and 19043.1237)

Prerequisite:

If your devices do not have the May 11, 2021 update (KB5003173) or later LCU, you must install the special standalone August 10, 2021 SSU (KB5005260).

For offline integration I think the separate SSU is not needed. I only integrate the CU as it has the latest SSU combined with the latest CU.

Latest SSU combined with CU, only started from Feb 2021.

There's users who want to stay downrev on LCU (keeping old features), so separately updating SSU is a real thing. Those people have to watch the SSU upgrade path.
