Since XP, there are "Most Used Programs" in start menu, 1607 is an earlier version to 1703 and 1709. Ms has started removing/replacing programs/features/settings in Win 10 progressively, Win 8 have a very different start menu. Have you seen the 'most used' in anniversary update?
