I made an image of 1909 18363.329 and.356 x64 en us removed all system apps, windows apps etc. The problem is that after installing a CU and then applying my preset I used to modify image all folders are recreated in the system apps folder with one file in each (resources.en-US.pri) I tried running remove reinstalls after removing all components in live mode and still no change in the systemapps folder. Something else weird is that after removing everything in live mode and then using remove reinstalls it removed over 500 files. None of this happens with 18362. I did take ownership of all those folders and deleted them but if I do an sfc scan it adds all those folders back to the systemapps folder.
Running live removal or remove reinstalls after cu does not work with 18363
