Windows 10 1909 ignores custom locales

EDIT: I only just remember that the backslashes has to be done twice in .reg files to get the themes working. That's not very intuitive on Microsoft's end, especially when the Settings initially report a different lock screen from my own despite my own being active. No, it’s not NTlite’s fault in that matter, but the following issue remains:

I have a serious problem with taking control of Windows 10 1909.

I recently created a custom image with a different default wallpaper, colour and lock screen image, and a set of custom locales, but Windows 10 refuses to install my custom locales (MSI files) even under NTlite's recommended setting, always returning a 1602 error. I expected that the custom locales from 1903 should not have any problem under 1909.

NTlite version is 1.8.0.7230 (64-bit), and the Destination OS is Windows 10 Enterprise 1909.
