I know this thread is old, but I have found the culprit for the installation failure, I was adding the following registry entry to the Windows 11 image:
[HKEY_LOCAL_MACHINE\SOFTWARE\Policies\Microsoft\Windows\System]
"NoLocalPasswordResetQuestions"=dword:00000001
That worked...
The problem is it that if I add the.reg files to the Registry section of NTLite, I can not complete the installation, just look at the first post.

I tried to add a .reg file to a Windows 11 enterprise image and I can not complete the installation:
If I edit the image again and remove the .reg file, it is OK.
.reg file is:
Windows Registry Editor Version 5.00
[HKEY_LOCAL_MACHINE\SOFTWARE\Policies\Microsoft\Windows\System]...
I think that I found the culprit, Antidote Gramatical corrector.
Do not ask me why, removing it from the startup and everything is fine.

I got the error even with the stock windows 11 start menu.
I found that it is when I use the Reaply tasks across editions option.
The crash is while NTLite save the boot.wim image.
My source has only the enterprise image, I have removed all the other editions.

When NTLite is fisnishing his task, I got an error:
This error is displayed after that explorer.exe have crashed.
This happen using Stardock Start11 or StartAllBack start menu replacement.
If I revert to stock windows 11, everything is fine.

It is still present for Boot/Setup image (Setup and Windows PE).
Not show anymore on the main wim image.
