1607 error net 3.5

i keep getting this error when i try add net 3.5 on 1607 LTSB windows any help ? its didn't happen in 1709 1809 builds

Replied to your email, didn't see it's a duplicate here, so let's continue here.

I would need a preset with which to test the .NET 3.5 install to fail like that.
Make sure to use .NET 3.5 CABs from that exact Windows version.

In that preset there is nothing except integrating .NET 3.5, that will work on its own.
What I asked is how to break the ISO to see that issue, what was done to it in previous sessions?
If it's intact, original clean ISO, then your Host DISM is broken.
