Disable ALL Unnecessary Services (21H1)

It's going to take trial and error, since there isn't an agreed upon list, because everyone's needs are different. There is also unfortunately no wiki or anything that documents what they all do, including their more hidden aspects that only get discovered through hands-on testing. Some sites out there try to do this, but they don't get updated often enough or dive deep enough to be authoritative, so be aware of that when you visit them.

I second Clanger's post, take a look at the heavy lifting that's already been done for you and start there.

Another method to start off with is reboot into safe mode and write down those services, then compare to normal mode. That's a pretty good place to get started because it shows you right away what you probably need to keep running at all times (the stuff in safe mode), so don't disable those until you're experienced and ready to troubleshoot what happens when you mess with them. Bareboning services to get an offline desktop is an extremely niche thing. I am probably the only one here who does it to this degree.
