You're trying to apply KB5021255 (Dec 2022) on Insider build 22623.
There are manual ways to apply updates this way, but they involve some combination of manifest (.mum) editing, reg edits, or feature control settings (ViveTool/mach2). NTLite doesn't support these methods, because they can be different on each update.
If you're using Insider 22623, then don't apply 22621 updates. 22623 is a separate track, you're supposed to download new 22623 builds or allow WU to provide updates. NTLite can't download 22623 updates you see posted online, since they're not available on public MS servers.
