I've tried that too, my friend, but it doesn't work.I also install on all my versions optimized with NTLite (W10, W11 and W1124H2) with these options:
vlc-3.0.21-win64.exe /L=1040 /S
where, clearly /L=1040 is the Italian language

It's something with some configuration of my ISO project, because it doesn't even install outside of NLIte.
I disabled the antivirus and still nothing.
