I found a bug in Keyboard Layouts when I disable Windows Update

Hello,
is it a known bug ?

When I uncheck windows update service (in ntlite after install) I can't change or add a keyboard layout ?
It does it in "Settings" and also in "Control Panel"

Aren't Keyboard Layouts shipped in with windows iso.

If I just disable the Windows Update service (set to 4) is it still active ?
I mean does the other windows update components still "work" in the background and use cpu ressources ?

Nope - coz a lot of features/ Apps upgrades have to be downloaded via Windows Store which also use WU Service including what ege914 already mentioned.
If WU in Services is disabled you wont get the monthly SSU/ LCU (+ .NET) updates either.
 
Windows Update is needed for features modifications (probably only some features needs to download data).
Go to Components page and look for 'Windows Update' notes or check protections in Compatibility toolbar button, if you protect Features, Windows Update is (parent) protected.
 
Thank you, I don't want windows update, I want to remove anything running in the background and using cpu for unneeded stuff.
I will install everything I need (languages / keyboard) then I will remove 'Windows Update Service' and 'Windows update'.

When removing components, tip:
In Components page, Compatibility toolbar button uncheck servicing stack protections.
Go to Updates page an select Clean up Custom (Complete).

I would like to keep WU for activation/drivers install but remove everything related to cache (SStack/unused Features), not possible right now.
 
You can activate delete the services, it still works after. I have done it last year.

I can remove everything but I don't want to.

I like to have Windows Update for Driver updating, sometimes there is OEM software enhancement that makes a better experience working on the computer.
