Immersive Control Panel Missing (Windows 10 1709)

I have been testing windows 1709 for gaming and when using my xmls I keep having issues. I've tried 1607 ltsb and it doesnt work and 2009 gets me slightly further. Any suggestions for what could cause this? Attached is my xml

Try to keep everything necessary for OOBE and if you solve the problem remove it 1 by 1 until you find the culprit. If not you can try to keep some necessary components for Store.

But I recommend using a newer build of Windows with the newer versions of NTLite as the tool is focused on the latest builds.

Particularly I had some problems with 1809 so I'm using 1909 and with the same preset I have no problems.

I refuse to use 20H1 and 20H2 are very buggy builds. I will wait for the next stable version of Windows 10 and skip those.
