This is showing up in WU now - using v2.0.0.7756 and all current updates which is not including KB4535680.

When I add KB4535680 manually, it is showing up as "external" at the bottom of the list with a build date of 5/14/20 even though it was just released.

I have tried to "Process" a new ISO twice and NTLite has errored out with multiple errors both times.

If I "Process" without KB4535680, all works fine and WU installs KB4535680 after the install fine.

LTSC 2019

 
KB4535680 is unusual update consist of 3 underying updates, it must be processed (added) separately, and using the cab/msu file directly (no extraction)
 
SHO_GuN, make sure to add Servicing Stack update, I just now tested with LTSC 2019 with KB4598480 (SS) and KB4535680 and it integrated it at least. Now will there be other issues, let me know.
KB4535680 wasn't added to the online list as it's for specific cases only and people are reporting weird issues, so I let Windows Update handle those on per need basis.
If all fine in your test, it will be added as an optional update (not pre-checked).

The release date from the package is read dynamically, so it's up to Microsoft what's written there. Intriguing how old it is, indeed.

I should have been more clear - the errors were not during the integration of the KB but in other items further down the page. I ran it again for a total of three times with different errors each time.

I just did a run without KB4535680, then ran again with only KB4535680. Everything appeared OK, but WU still installed KB4535680 again.

Operator error above - WU does not install KB4535680 again.

So maybe changing the order of integration would make it work on first run?

KB4502496, KB4535684, KB4535685
KB4502496 is the actual update, the other two are dummy

no issues in integration, as long as KB4535680 is integrated separately (preferably after SSU)
it require 3 phases to complete, and does not trigger pending state
