Hi,
only reason that comes to mind is that some installer prompted something.
Please try the same switches after install on that OS.
You can reset the machine while waiting to enter the OS, just don't do that as a norm, only while debugging the switches.
Then from that OS go to:
C:\Windows\Setup\Scripts\
execute setupcomplete.cmd from the command-line
Btw I suggest to copy the whole folder C:\Windows\Setup\ aside so you can retry after it, as it autocleans itself on successful execution.
So there should be no prompts in that test.
