Problem with ISO when installing on laptop

I've made a windows 10 pro ISO to make installing new laptops for new coworkers faster. So far, it's worked as intended when I create a VM and even when I install on an intel NUC 12 on an empty M2 disk.
My coworkers tested on 2 laptops that have the windows pro license in bios, install works fine, but then once logged in, some programs have not been installed.
It should install firefox and thunderbird for example but they are missing.
On my two tests they are always there and installed.
 
Windows will skip the Post-Setup (Machine) actions on PC's with OEM licenses. This is by design, OEM's are required to use a different method to install their software on a system.

The solution is to check the OEM SetupComplete box in Unattended's toolbar. This makes Post-Setup work on any PC.
