I actually have a powerplan script, since my W8.1 machine, but I have to post it as a file, because its above the post length allowed. It should be a .cmd, but uploaded as a TXT to be left uncompressed.

This is, of course, meant to be used in a notebook, but you can process those in a desktop no problem, Windows just ignores anything to do with battery on those.

Also of note, on anything Intel of 11th gen or less, holding your processor from reaching 100% load actually improves your performance because it thermal throttles in notebooks. I usually test 95, 90 and 85 to see what's the max I can go before Thermals start to be a problem.

Which scheduled tasks are required for initial OS setup? I know if all are removed, I get OOBE errors at the end of OS install.

Personal experience just leave the tasks till your os is up and running. You can dabble in removing some when live

Always upload the autosaved preset when asking for support so anyone in the forum would try to help knowing what you have removed.
I have some components as safe for removal, reading the description at the bottom on select the component will give you a hint about each component.
