"Security and Maintenance" cannot be deleted

Good evening, it's been a long time since I upgraded. I just upgraded to the latest version, and “Security and Maintenance” cannot be removed properly. Even though it appears as deleted in ntlite, it still exists when entering the system. There was no such issue before
Attached is my preset, which also exists in ltsc2019 and win11 21h2
